If you read the orginal they had a 30 minutes limit to create any scene from any pixar movie...

oh god you're such an ignorant. CGI is more than rendering some polygons idiot, you have to model and sculpt the goddamn character, check retopology, rig it, give the proper weight to every part of the model, make some texture maps and uv maps, put them on the fucking character, THEN, you can animate it and render the scene. And guess what, the whole process take a lot of time even if you have a team like the ones that work at pixar.
