It is baby batman. He is in a series of fan-comics which satirise how two baby superheroes (Baby Batman and Baby Superman) are treated by the parents with Baby superman obviously being the un-loved one. Baby Batman always gets treated as cute and adorable and even though Baby superman is also cute he gets treated like crap.

Baby Batman is a commentary on how one superhero is more beloved than another even if they do very similar things. The simple fact that that baby there is called Baby Batman instantly makes him cuter than Baby Superman even if they both wear mini-costumes.

Theoretically they could coexist in the world of pokemon. Red is just a badass, while Ash is more innocent.
