Arceus is considered a pokemon (he's an legendary, ofc), and because he created the entire universe (which means all the other pokemon) he is technically the first... technically.

Yeah I know but if you consider Arceus as a non-pokemon, much like you'd consider God to be non-human then he can create me from which all other pokemon will evolve, it just solves everything :)

But the question is taking all the way up to 4th gen into account. Therefore we cannot deny their existence. Just like any other manga, there's a backstory that develops after the "beginning". More pokemon are found, more stories are told. Granted I no longer watch the cartoon anymore and I only buy the games to get a nostalgia-smile when I finally get to import my oldies all the way from 3rd gen (when importing started) and tear everything up with their EV-Trained asses.
