To be honest Master Chief has done a pretty shitty job of keeping aliens away from Earth.

Its not his job to keep them away from Earth, just to kill them. He's one soldier, not the whole damn Navy.

But he costs more than an entire navy.

I thought Spartan 2's cost a lot of money because of the program they go through. I remember that Spartan 3's are considerably less money, but not as strong as Spartan 2's. Also, didn't most people who went through the Spartan 2 process die in the process, or am I just completely misinformed?

no you are correct. spartan 2s are stronger than the 3s, as for training idk if they cost more cuz from what i know they are still trained form a young age aswell. their armors are cheaper tho. cuz originally the 3s were ments to be as "expendable spartans" and it was about 75% of the spartan 2s that survived the transit to becoming a spartan they all survived the actual training. it was when they got enhanced that alot of them died. and from the ones that lived only about 70% of them could actually fight and become true spartans like chief.
