605 / 24,451,285 is much less than 1%. If you were to round to the closest percentage point to two decimals, that's what it's rounded to.

You don't round something to zero, that's counter-intuitive. You would state: 'Less than 0.01%' or to whatever decimal place you wish

0.00002474307 isn't even close to 0.01 though. Saying "less than 0.01%" in this case is almost equivalent to saying "less than 10%" or "less than 3%" because of how great the difference is.

I mean, it's been a while since I've rounded anything near zero, but I would assume that when you round to the closest hundredth, you would produce the mathematical product.

In statistics like this the aim is not an absolute value. We are presented with the fact that 605 N. Koreans use the internet so we may assume that 0.0% is greater than 0. Using 0 as a significant figure is NOT always incorrect- only when using this number in a calculation does the absoulte number become necessary.
