what's wrong with charmander?

Get a Squirtle. You can teach it Hail, Ice Beam and Blizzard.
Plus, Grass types are weak to Bug and Flying- both of which are the first pokemon you can catch.
You'll most likely have a strong Flying type with you for most of the game to use Fly, so you're covered for most times when you're likely to meet your rival.

How about some SP.Def boosts? Honestly more helpful in my opinion

but on that first battle all the pokemon know are scratch or tackle or something, its only when you start getting the moves for you type that it becomes harder but if you train a good team he isn't a problem

im lost...

I've beaten blue's Squirtle every time without using modifiers (hp ups etc.) on my charmander.
