There's something like it you can use on Vista and 7 , it's called dreamscene, basically you can have something like a moving reactor core, flaming tornado, the earth spinning viewed from the moon or the matrix moving as your background ^^ you use .wmv video files instead

Actually, you can use a gif as a wallpaper, well at least on windows xp, dont really know about anything newer.

I've had XP for years, and I can confirm that gif is a possible wallpaper format.
