Since it is from Steven Spielberg, i thought it would be an amazing movie, but when it came to watching it, it was basically a Transformers 4, so so so bad....

then the very last scene. The monster has the kid in his hands and then the kid says You can go home. Then the monster does. I felt like I wasted 2 hours of my life

Not true, the social network , iron man 2 and several other PG-13 movies have multiple F-bombs in them, It's up to the MPAA board members. there's no set rule.

Actually, there isn't a rule. Each movie is voted on by a panel of parents (who have kids between 5 and eighteen) and based off of that they give a rating. That's how movies like Click and Rent are PG13 but Talledega Nights (a seemingly not worse movie content wise) is R.
