A lot of booths hire girls to dress up and a lot of times the girls don't really know who they're cosplaying as. They tend to have those dead eyes. This girl however seems to genuinely like the Venture Bros.

Maybe when you were a kid you ran into the Doctor, and he took to that time, and you stumbled upon such a photo opportunity.. But then something entirely horrific happened, so the Doctor had to erase your mind to keep you at peace, so that's why you don't remember it, and why you've never seen the Doctor..
