Really, once Valve buys the rights to sell the game. Every copy that they sell is profit. Even if they give the maker some continuous revenue, it would only be a percentage. Because its all in a Cloud format they don't need to buy blank disks or jewel-cases, or covers. They just have to sell the programming. Therefore, they could be having a sale 24/7 and still make profit.

They made Half Life, Half Life 2, Half Life 2 Episoides 1 and 2, and have yet to make a third one,
