Other networks buy the rights from NBC, so that they can have permission to air old seasons on their own channel. I've seen 30 Rock, and the Office on late nights on Fox network. So that could very well explain what had happened here.

30 Rock is on Comedy Central, but Simpsons is not. Futurama, which is from the same creator, is on Comedy Central however.

Yes that happens, but generally speaking that's only if the channels are in the same family of channels (owned by the same person or corporation, such as Food Network/Cooking/HGTV/DIY). NBC and Fox are competing basic broadcasting networks, so they don't share programming advertisements.
