The lights on Sam's goggles and back are only visible to the player so he/she can be sure of Sam's body positioning in extreme darkness, according to a making of video of Splinter Cell Pandora Tomorrow.

Which doesn't make sense because you could just turn on your NVGs in extreme darkness.
