Well... the second panel isn't bad. All babies "dance" like that, they don't know what they're doing. They're just moving to the music, they not going to do salsa, or break dance, or ballet, etc.

i was taught to square dance when i was a kid. i've forgotten it all now (thank Tempus), but it was a family tradition thing.

I think it's the encouragement. Even though they're young, if the parent pursues humoring the kid like that, then they'll develop a bad habit of dancing specifically that way to gain what they think is "positive" attention.
