It's a kind of fence, that keeps animals in the yard by giving electric shock if they try to cross the fence. the fence itself is in the ground, so you can't see it, but it recognizes the collar when crossed.

I suck when trying to explain stuff.

Well, some dogs like to run around. So it's either have the fence, or risk getting a ticket for a loose dog, OR the dog could be hit by a passing car.

My old black lab could jump a 6 1/2 foot fence. So... Sometimes ya just gotta do what you gotta do, y'know?

It can't kill dogs, why would anyone want to kill their own pets? I think it acts just like the bark-stop collar.
