Visiting people at the hospital isn't heroic or extraordinary, it's something any human being with a shred of decency should do.

Its how it was done.
While celebrities do the showups like that all the time, they always first call the news, tell them where they will be, do a big press thing and build up publicity. Usually by order of the studio.
Bale went there, making sure no media was informed, spent time with victims, took picture with anyone that wanted and left. He didn't do it for publicity, he didn't do it because studio made him. He did it because he is a human being with shred of decency.
And in hollywood staying that much human. Its downright heroic.
