Ironically, the reason those pigs were dressed up in tiger-stripe was so they could act like children to the tiger. That tiger was a mother whose' cubs died shortly after birth. She became extremely depressed, and was refusing to eat properly. In fear of the tiger dying of malnutrition, the handlers got the idea of using piglets as surrogate cubs, so the mother could have something to care for. It seems to have worked.
