It's funny because Cap's Super Serum finally passed through his system after all these years and is now just normal gadget style hero who keeps up his near super human physique with intense training. Tony has also lost his armour several times (even having it come to life and try to kill him) and got his drunk ass kicked. But if we're doing more the idea that they never got there powers (not just had them taken away) then Tony would beat the poor malnourished Steve.

Tony since 'Extremis' is actually stronger and faster than Cap. Not as agile or 'technically capable' fighter, but his physical attributes are higher.

Basically he injected himself with nanites so his suit is actually compressed in his bone marrow and blood stream and he can mentally make it come out and form the suit around his body. By doing this he's essentially superhuman.

Yeah but that's still essentially the suit and technology giving him his powers. That's why it needs to be specific on exactly what level we are bringing them down to. If you simply took away there powers at that exact moment in time and made them fight there and then Cap would win. But if you went to the point before they ever had there powers then the healthy playboy industrialist would've killed that starving arts student from the 1940s, No contest.
