Other way around. In Gen. 1 there was no capture rates, just one calculation for Pokéballs and the Master Ball which skipped that. In later gens the Master Ball got a base capture rate of 255, which means that even the most infavorable number on the RNG in addition to full HP and no status condition in dark grass with less than 30 Pokémon caught, the capture will still seceed.
