Actually, that's a special form of artistic expression, very characteristic to the Islamic Culture of the Middle Ages. It's called calligraphy, and it became widespread and very popular among Muslim artists, because of the general consensus, that painting living things were against Islamic principles. It's actually pretty hard to read, as it's mainly a way of artistic expression. This 'arabesque' style can be found as decor to many great mosques, and is very characteristic of Arab Islamic architecture and art. Although the seeming difficulty of making any sense of it, most of the time, it's actually just popular and common phrases and slogans (like 'Allahu Akbar') written in this particular style. Many Arabic news networks use this style as their logo, like Al-Jazeera. And as a side note, I doubt any terrorists express themselves through art, let alone literate.

I cannot read the full thing, but Allahhu Akbar is only a part of it. And it is arabic, just calligraphic and flamboyant.
