there are two big factors as to why africa wont advance.

the first reason, as stated by ronyx, is because the RUF and other terrorist is hunting down villages and killing everyone (ironicly near diamond mines and other expensive areas).

the second reason is because Britain and other neighboring countries are literally STEALING 60% of valuable metals and gems from Africa for profit
