Mr.Filch is a squib and doesn't really fit into the Muggle world, or the world of Wizardry.
He's actually doing him a favor by giving him a job.

Or his a good guy, for giving Filch a home and a job? Who else would hire such a scary fella like him?

But Filch is a squib. He can't use magic, but it's probably one of the few jobs he can take in the Wizarding World. He'd rather be a manual worker than work among filthy muggles. Dumbledore did almost the same for Dobby. No average wizard would hire an elf when they're usually enslaved. But Dumbledore is a caring man.

i always wonderned this to..... if house elves clean the castle every night isnt his job a moot point. so basically dumbledoor gave a job to a squib so he felt like he had a purpose in the magical community..... so actually hes good guy dumbledor

Is this really a douchey thing to do? Filch is a squib, meaning that he is always going to be in contact with the magical world. I would have thought that living a muggle existence would have been very difficult under those circumstance so the chance to work at Hogwarts would come as a blessing because Filch wouldn't have to go through the agony of a mundane existence, whilst knowing that there is so much more to the world. Despite not being able to do magic himself, he would get the chance to see cool things like the Centaurs, the Triwzard commpetition and all the ghosts (even if he has a problem with Peeves). I think Dumbledore is actually pretty cool to have given Filch a job that is so unnecessary instead of doing like most of the magical community and washing his hands of him. It is a bit like giving a job to a homeless person.
