i dont understand why you wouldnt represent your country do they live on the moon or some shit?

1 is a refugee, currently lives in America having fled what is now South Sudan. Seeing as how he is a not citizen in either of them he cannot represent them. The other 2 are part of a recently dissolved country that doesn't have an IOC meaning they can't represent either. So they all represent the olympic flag itself.
