Or they could have a disease or condition that makes it hard for them to lose weight.

Like diabetes.
Thyroid disease
stress
etc

In my country only old or disabled people have those scooters yet when i went to America for a holiday there were an insane amount of people on them that (from my perspective) didn't really need them. In my opinion a very large amount of them were just lazy. Also when i went Disneyland and lots of people had them and your telling me that you can't walk around because your sick or whatever but you can ride rollercoasters?

Although i admit some of them needed scooters for medical reasons

Well some jerks do that in disney to get on rides faster.

But if you have a disease that makes you gain a lot of weight, you need to stay off your legs as much as possible while you try and lose that weight as best you can so you don't crush your bones.

Reguardless i don't consider people who have eaten too much in their life to be considered disabled, but i agree some people do have legit disabilities but at the same time some people abuse scooter ownership.
