a more important question is why did the creator of dragon ball took the time to draw his penis, that means he drew it for every frame (60 frames a second) that they show goku naked, which is quite alot in dragonball.

the tv refreshes at 60 fps a second (matching the 60 hertz speed of north American electricity.), but no dragon ball isnt 60 frames a second, probably closer to 20.

the refresh rate is 60 fps yes but the if the content is played at 20 fps you will see 20 fps not 60 fps. so he drew it 20 fps not 60
