Hitler would be pretty weak. He had no individual strength, he just was persuasive enough to convince Germany to be his army. The guy himself was nothing but brain, little power, while Germany and it's people were all his muscle.

when piccolo and goku fought raditz they were around 250 or so each, dont quote me im working off memory, and raditz kicked the shit out of both of them, so its more like 9-15 raditzes or so

I think the issue behind the whole raditz defeat is that raditz has a PL of 1200 or so and goku+piccolo had the ability to raise their pl exponentially(meaning it was probably just them making it as low as possible to interact with family or not attract attention even in the wasteland) their levels were somewhere around 1000 collectively allowing them to at the very least fight back, with piccolo's beam cannon just above 1300 on a PL with concentrated energy. I'm working off memory as well so don't take things without a grain of salt

Well he knows who Goku is so maybe his power level was much lower at that time and maybe he was surprised that his power level could grow so high on the planet. It has confused me as-well.

They thought they were far stronger than anyone on the planet, and when they met Goku, the felt the strength, and Nappa told Vegeta to check. Imagine Vegeta's surprise when the Scouter kept rising, past Raditz, past Nappa, maybe even his own.

vegeta's power level was about even with goku when he was "over 9000" ive heard in the past, not sure of its authenticity, but i heard that goku actually reached 12000, and vegeta was 15000, then when vegeta transformed it went over 50,000, all of this was read long ago on the internet so dont think im insisting its true, its just what i remember

keep in mind the Kaio-ken cumulatively doubles base power level which means in vegeta's humanoid form he was 15000Pl (better than) goku until goku began risking his life itself maintaining the kaio-ken at higher exponents
9000x2=18000 but because vegeta transformed and damaged goku he suffered the drawback of the multiplier and had to risk going x3

Yeah I guess that would seem shocking, but they were just damn surprised as fuck at the power level even though they've seen other beings with higher. But Iguess being shocked finding someone that powerful on Earth is the reason they freaked out. Thanks!
