Top gear is a british show run by that guy with the hair in the picture and two other guys. What they do is drive cars around and give their opinions of them, mostly in the form of a british joke or analogy. They have several sections on the show, some which involves some strange challenge(such as turning a car into a boat), racing from one point to another, or driving around a track. They commonly get celebrities on their show to do whatever.
the main theme is comedy, due to all the jokes and things, but the actual show is about cars.
its popular in other countries too. and some have their own top gear, but these are usually disregarded because it doesnt have the three british hosts, which make up the majority of the shows popularity.

From what I can gather, it's a show about cars and having celebrities drive them. It throws in a lot of humour as well.

It's on Netflix, so you can watch it if you're curious.

It's a bit more than that, they show different cars each episode and usually have some sort of challenge (making limos out of cars, making a rocket car, etc). Informative and entertaining.
