Yes they are, but "Humanity" is something like giving someone the help he really needs. The term itself is to big to adapt it to some politicans rejecting a law.
Law itself has its roots in being social minded (some kind of humantiy) but also in telling people what to and what not to do. Giving strict rules and punishments. Humanity is being "human", watching for others, being empathic, protecting children and the elders... hard to describe
