Sheogorath never comes back he stays as Jyggalag the Daedric Prince of Order, the Champion of Cyrodiil became the new Sheogorath. Also when you talk to Sheogorath in Skyrim its heavily implied that he's the Champion of Cyrodiil.

Sorry to correct you, but you replace sheogorath whilst he spends 100 years as the white knight, therefore he returns and sheogorath is simply waiting to find a new champion in time for his transformation.
