no it means that any country on any continent has a colour in the olympic rings-eg. Libya has an all green flag so Libya is one of the countries that has green, therefore if Libya was the only country with green on it they would still make green one of the rings. US, UK, Aus, NZ etc has blue red and white, but since all the flags that have white in it have other colours they don't need to make another ring.
