In the poke'mon anime, Charizard is a dragon poke'mon. In the game, the game creators felt it would give too much power to a non-legendary beginner poke'mon for it to be both fire and dragon.

there were no dragon moves in generation 1 other than dragon rage, and it only did a constant 40 damage.
