It's explained in the Last Airbender series that when taking someone's bending away, like truly taking it away, you have to touch their forehead and heart. But Amon touches the throat and forehead, which is the light and sound chakras that deals with illusion and I believe deception. So Amon is just making it seem like their bending is being taken away, when in reality, it's trapped somewhere in their mind. So probably in the next season, Korra will find out how to unlock it by Aang or other previous avatars.

Although I feel your pain for Lin. He IS an Antagonist. I mean if I were Amon I would of done the same thing. At least hes fair. Thats a pretty rare trait.
