They both cloned and recruited actually. The recruiting began as an attempt to maintain power due to the destruction of major cloning facilities, but many were still up and running.

The republic clones were cloneings of jango fett, but when the empire took control they recruited lots of non-clones from all of their planets.

As a matter of fact, the clones were killed not long after the Jedi. The Empire started taking volunteers and trained soldiers instead of clones. When they had amassed a big enough army, they attacked Kamino and destroyed the clone-breeding facility.
