Still to this day I don't understand why people say it is a 1/10 chance of getting dubs

Say you wanted to get 66. Is it impossible to roll the following numbers?

43, 56, 12, 25, 57, 19, 59, 01, 52, 74, 21, 62, 21, 53, 78, 23, ect.

Unless I'm retarded, don't those each equally have the same chance of being rolled?

Not putting anybody down, I just want to know how getting dubs is a 1/10 chance

It's a 1/10 chance of getting dubs. As in ANY dubs. If someone is trying to roll for a specific dubs (such as 66) then yes, you are correct, it becomes a 1/100 chance

Well there's 100 possible numbers from 0 to 99. And 10 of those numbers are dubs (00 11 22 33 ....99) so there are 10 numbers out of 100 which are dubs. 10/100 = 1/10. Hope that helps
