-she was the youngest of team avatar, katara is still alive
-she hated cities and didn't like rules so it only just makes sense that she didn't want to continue living in the republic city being the head of police. I'm sure that once Lin was old enough to be in charge, she gave the responsibilities to her and moved away...maybe to continue her metalbending school
-I don't think it has been mentioned that Toph is dead, katara only said "many of my friends are dead"
