good luck enforcing 50 immature kids to wear seatbelts, ESPECIALLY during a constant stop and go trip like what they're used for. I could maybe understand if it's in a big city and using a major highway is part of the route, but there's still the problem of trying to enforce it

Yes, but they could at least place seatbelts so that if the kids wanted to wear one they could at least have the option of not dying in a crash

And who's going to monitor them, the driver? It's completely impractical to try to force 50+ kids to wear seatbelts. Of course, they could put more adults on the busses but then you're looking at more wages. Once again, impractical.

Cars have alarms for when the seatbelt is not on, they can use something like that on a bus.

No, just one monitor than displayed 50 different little bars, if someone does not have a seatbelt on then the bar is red. something like that.
