This isn't true... Lets say we have 3 persons. Two with the IQ of 100 and one with the IQ of 0. Then the average would be ~33.
One person below average and two above.

The average in that scenario would be 66 actually. The caption would be more correct as you have more people, since with any average close enough to half the values are below average and half above.
