The two best Eeveelutions. It can't get better than that

Arguably. Umbreon is slow as fuck, but has great defences, and Espeon has paper defences, but is fast and can hit hard.
Jolteon is a faster-but-slightly-weaker version of Espeon.
Vaporeon is a total tank. Good defences, and excellent HP, my personal favourite Eeveelution.
Flareon has great attack, which is not good for a Fire type until 4th gen.
And I know these aren't available in the GC games, but Glaceon and Leafeon are both physically bulky, but Leafeon is physically oriented with its attacks, whereas Glaceon is specially oriented.

Espeon's special defense is pretty good, and Umbreon has the speed of a Lucario or Blaziken. Vaporeon's special defense is good, but its physical defense is shit. Flareon also has decent special attack but is one of the slower Eeveelutions.

Espeon's Defence stats are bad in that all Ghost and Bug type moves are physical up until 4th gen, so 2/3 of its weaknesses have a pretty good shot at taking it out, and Blaziken and Lucario are also pretty slow unless you train it specifically for speed (my Blazikens and Lucario are all Jolly with max Speed EVs, and near max Speed IVs), and both of Vaporeon's weaknesses are Special, so it can take hits pretty well in general, plus it has access to Acid Armor to boost its Defence.

Blaziken and Lucario have medium speed, which is faster than most Pokemon out there.

Dude, Groudon is faster than Blaziken.

And Blaziken has 80 base Speed, and Lucario has 90

They are both still faster than the majority of Pokemon, as is Umbreon. Umbreon also has decent attack and special attack, but not worth noting.

Electrode, Jolteon, Ninjask (another Physical Bug type), Aerodactyl, Crobat, Sneasel, Dugtrio, Alakazam, Sceptile, Persian, Starmie, Gengar, Tauros, Jumpluff, Espeon, Kadabra, Rapidash, Scyther, Electabuzz, Charizard.
The list goes on.

The ones listed you encounter in Colosseum as an enemy Pokemon: Electrode, Ninjask rarely, Sneasel, Alakazam.

Pokes that can outspeed Umbreon in Collosseum are:
Quilava, Furret, Yanma, Noctowl, Skiploom, Qwilfish, Entei, Sneasel, Raikou, Suicune, Aipom, Vibrava, Heracross, Skarmory, Absol, Miltank, Houndoom, Tropius, Metagross, Pikachu, Scizor, Jirachi, Celebi, and Stantler.

Jirachi isn't actually in Colosseum. Its on a disk that you got if you pre-ordered the game.

It learns Fury Cutter by level up, and Silver Wind through Egg Move

And since Scizor is only seen once in Colosseum and it has Silver Wing and not fury cutter, and by then you'd have an Entei to beat the fuck out of it, Espeon and Umbreon will be safe
