As I see it, the problem with that is control (which as it turns out was also a problem with some of the companies we bailed out). What would most likely happen is a large number of people would game the system. Want a few car? Miss a few mortgage payments and the gov't will send you a big check! The cost needed to actually manage such a system would be astronomical. Plus everyone and their uncle would want a bailout then and there simply is not enough money to do that.
