Almost every Avatar has one element that is hardest for him/her to master. Usually is the one element opposite to his native one. But also Avatars tend to struggle with the bending art most opposite to their personality, Korra is very good in the physical aspect of bending, but lacks a lack of a spiritual center and airbending is very close to the spiritual side

Its not strange at all, water and air bending are the two more spiritually linked bending style, as opposed to fire and earth which are much more physical. She can water bend because its her natural bending style, but in the show you can see that she prefers firebending the most

this, not to mention that Korra (outside of probendiing) rarely uses waterbending and when she does it's also as an offensive way, not the traditional absorbing and redirecting of an attack.
