Turns out this isn't really that big of a deal. Of the numbers, 00 to 99, there are 10 sets of doubles within the set of 100 numbers. This means you have a one in ten chance of rolling dubs.
Take all the numbered cards of one suit in a deck of cards. Think of a number, 1-10. Pick a card. Did that card match your number? No? Keep picking till you do get that number. Same concept.
