Not usually. It can mean complete lack of colour, some colours could be slightly faded, you could maybe see red but not other colours like blue, or no colours at all. In this case the colours aren't "Seeing red as blue" otherwise the cube would still look uncompleted to him. The only explanation is that he is completely colourblind.
