At our age people may feel that they are mature enough to know, but they are not, they do not have the relationship experience to know, they may curious, there may be that 1% that does know, but for the most part, I think that they see a guy get a random hard-on and start thinking more, and suddenly they think they're gay, when they are just curious and have hormonal surges.

The issue comes from what is consensual. Consensual usually means that both parties know exactly what they are getting into when they agree to an action, in the case of Minors their decision making is impaired by the fact that they do not have enough life experience to truly understand what they are agreeing to.

Now I do understand that "18" is an arbitrary age and some people mature to a point of being consensual before that and some later than that, but when you are talking legality you need a base point and our society has deemed it to be "18" (depending on your state or country of residence).
