It's to add extra grip when taking shots. By adding chalk to the cue tip you create extra friction between the surfaces resulting in a more accurate shot.

It's also good to chalk up before adding a bit of "English" to your shot, this is when you aim off centre of the cue ball to alter the behaviour of it after it has been struck or after it hits its target.

Lesson #5, if you lose, make sure you stand up straight and tall.

Chalk helps the leather pad get better traction on the white ball when you hit it. Much like rock climbers use chalk on their hands so that they won't slip as easily.
