While 'le' does indeed translate to 'the' in French, people often substitute it for 'A' or just as an unnecessary word in front of a statement.

For example: 'Le me and my friend.' or 'My friend is le mexican.'

"My friend and I" is actually correct..

The word "going" is being used as a participle, not as a verb. In essence, a participle is like an adjective. For example, "I see my friend Ron walking toward me." "Walking" is a participle, not a verb. ("See" is the verb.") Using pronouns, this becomes "I see him walking toward me." "Him" is used in the same sense as "my friend and me." In this case, "walking" is not a verb, rather it is "describing" the object.

Now, there are times when it is the subject which the participle describes, but it is rare and awkward. "Walking forward, I saw Ron on the bench." Or, to be even more awkward, "I, walking forward, saw Ron on the bench."

In both cases, the participle does not fit well with the subject. In this comic, "going for a walk" plays the same role of participle as "walking." Now, there is actually no way to know with 100% certainty what role (subject or object) "My friend and I" was meant to play without knowing what the full sentence would be. For convention's sake, an object would make a lot more sense since there is no verb, only a participle.

So, as an object, "my friend and me" is most likely correct.

You do realize there is a going in between I and for, so it is proper grammar. It is read as: A friend and I going for a walk with his dog. Not like how you wrote it: A friend and I walking his dog. On a related note, you do know that you replace me with I, any 1st grader knows that.
