creating the Air Scooter was eneough far him to get
his arrows.
The monks pushed Rang so hard because they knew
he was the Avatar since he was an infant. He
mastered airbending during his first 12 years sf
life

Korra mastered three elements, but only the physical side of them. Each element has also a spiritual site she hasn't mastered yet. It's stronger with Air and Water than it's with Fire and Earth that's why she prefers to use the later, although she is a water tribe.

Watching the first episode, the elders said she still had to work on her bending. While she has the physical aspects of bending the three elements down, she lacks the spiritual side of the art. That was her reasoning for gaining permission to train with Tenzin, as she claimed (and, was backed up by Katara), if anyone could teach her to be more spiritual, which would help her master the elements, it would be Tenzin, so, despite the elders wanting her to stay and work on the other elements more, she received permission to begin her air-bending training. So, no, she has not actually mastered any of the elements yet, she is just incredibly proficient. :D
