we do say 'ich liebe dich' but we only say it to persons we feel seaxually attracted to or have very strong serious feelings for
to our parents or maybe friends we say 'ich hab dich lieb', you can't translate that directly, i would also translate that with 'i love you' but it has another value

I heard it's not only sexually attraction. It's just a very strong word you direct at someone you really really love.
