To maintain a "neutral" expression requires the constant use of all the muscles you use to frown and to smile. The only time none of your facial muscles are flexed is when you're dead. And even then, they're still in the flexed position, they just freeze and lock up since there is no metabolic process going on anymore.

people always try to pull that **** about how it takes more muscles to frown then smile, but i've observed that usually if you relax the muscles in you face, the mouth tends to curve downwards. i would technically consider that a frown with far less effort then a smile.
