I know what its like to have to learn English and adapt to a a different society. If he really feels that way, doesn't want to work to adapt and wants to disrupt others then she is just being honest. Should she have said it? Probably not because now its probably going to cost her her job and many students that actually learned from her won't have the opportunity to work with her again because of one person's shenanigans.

Depends on the situation, to me this situation seems reasonable. The kid kept disrupting class by saying I'm Mexican as if this qualified him for special treatment. I believe it was a spur of the moment thing, she just kept hearing I'm Mexican as a response to everything and she just blurted it out. To me it appeared as if she meant go back to Mexico if you don't want to adapt to the country or even pick up a Spanish version of the paper.
