Both humans and Na'vi connect during sex, but only Na'vi use that same reproductive organ to control animals.

The Na'vi "hairs" aren't a reproductive organ, they're a "connector". It's making the two who are connected have the same mind, thoughts, feelings, etc. From what I've seen in the movie, the Na'vi have similar reproductive organs to humans, hence the loin cloth they all wear. I'm assuming they have sex the same way we do, but they feel the sensation that their partner feels.
