If you hit control ~ in ms excel it shows you where a number came from if it was derived with the auto-sum/average/min/max I used it during my time as a teachers aid to check to make sure the students were doing the functions properly no just keying the answers in
The tilde is primarily used in English mathematics to denote approximately and similar, but not equal.
For example:
John will be at his house in ~30 minutes. = Approximatly 30 minutes.
You also have approximately equal to ~=(number). It has the same effect if you stack them two on top of each other (wavy equals sign)
